He is not smart enough to take action and close southbound expressway lanes to utilize all the expressway to evacuate all the residents timely. Instead they will all run out of gas for having had to be stuck in the traffic just like last time.

They have closed the southbound lanes. I suspect this is something the governor has to do since Nagin only has jurisdiction over NO.

Yes I see they have now done that. Nagal this time around is utilizing the bus sytems and has commandeered the busses for evacuation unlike last time round.
